
LTC UPDATE
Message From The CEO...
As 2009 winds down the work of the Logistics Training Council is ramping up. With the renewed focus of both the Government and Department of Training and Workforce Development on identifying the needs of Industry as we enter the next period of economic growth (the term ‘boom’ has some worrying implications), we are in the middle of identifying strategies that will inform the Workforce Development Plan we will be working on throughout the first half of 2010. Our findings will help direct the Government and inform the State Workforce Development Plan, while allowing us to identify areas of need that we can focus on. None of this will be able to occur without the support of Industry and other key stakeholders, so we look forward to working with you in 2010.
The end of another year also causes me to reflect on what has been achieved and this year stands out for many reasons. Firstly, 2009 saw the departure of the former Executive Director, Silvio Ranieri to pursue other endeavors. Apart from my appointment, we were also joined by Kelly Barker in the role of Admin/Research Officer, who has joined Norma Nisbet (Senior Consultant) and Toni Kerford (Bookkeeper) to complete our team.
As a result of the review of ITCs held last year, we commenced operation on the 1st February 2009 as a Training Council, which has seen us with a stronger focus than before on Industry and their needs. Part of this change saw a new Board of Management structure, and we were joined for most of 2009 by Mr Robert Player, former Deputy Director General of the Department of Education and Training, and a variety of State Training Board representatives, with Ms Audrey Jackson now our permanent ex-officio member. We also welcomed two new members to the Board, Mr Jim Kelly and Ms Heather Jones.
I would also like to thank Keith McCorriston and Paul Regan, who have both left the Board this year. Paul joined the Board in March 2005 and his commitment to the Training Council was evidenced by his consistent attendance at all meetings. He was appointed Vice Chair in 2007 and has served in that position well over the last few years. Paul will continue to work with the LTC in the future and we look forward to his input. Keith has moved jobs and we wish him all the best for the future.
I would like to take this opportunity to thank Robert Player for his support of the Training Council, as he has ensured we maintained our focus on the important issues and we have become stronger as a result. We wish him every success in his new job and look forward to a strong working relationship with Ruth Shean, who has been appointed Director General of the Department of Training and Workforce Development.
We have developed a new corporate logo, a new website and are in the process of updating our database, which will lead to more efficient communication with our stakeholders.
2010 is shaping up to be a year of exciting opportunities for the Logistics Training Council and I look forward to working with you all as we achieve a stronger profile and raised focus on the Transport and Logistics Industries.

Workforce Development Meetings.....
Staff of the LTC attended two Workshops facilitated by Julie Sloan, Director Workforce Planning Australia, who is widely regarded as the leader in workforce planning in Australia. The Department of Training and Workforce Development (DTWD) arranged the workshops to assist Training Councils and the DTWD in understanding the process that will be done in 2010 on the development of the Workforce Development Plan, both for Industry and the State.Julie outlined the steps required to work on the Plan, based on the Standards Australia Guidelines on Workforce Planning 2008, which she wrote for the Federal Government.
The Training Councils are now working with the DTWD to develop strategies required to move forward and we expect to be contacting stakeholders early in the new year to participate in our research.
Meeting With The Minister.......
Jillian Dielesen and Jim Kelly, representing the Board of the LTC, attended a High Level Strategic Group Meeting with the Minister for Training, the Hon. Peter Collier, and members of the State Training Board. Keith Spence, Chair of the STB, facilitated the meeting, which covered the following topics:

The Minister gave an overview of the role of the new Department of Training and Workforce Development and stressed the important role Training Councils will play, especially through their development of Industry specific Workforce Development Plans.
Annual General Meeting.....
The 13th Annual General Meeting of the Logistics Training Council was held on the 2nd December, and included the election of the new Board of Management. The new Board consists of the following:

LTC Award.....
The LTC was proud to accept an award presented by the Local Community Partnership, Canning Coalition at its end of year event at the Mercure Hotel on 1 December 2009. The New Horizon Award for “New partner with significant achievement” was accepted on behalf of the LTC by Senior Consultant, Norma Nisbet, and involved the Pathways Program which was successfully run in the Canning region in 2009. The program evolved from a project originally funded by the Department of Education and Training, Bridging the Gap and the LTC. The aim was to give students from education support units in secondary schools more career development opportunities and options for employment, and to introduce young people into an industry that is particularly short of young workers, and involved both off the job training and work experience.
The LTC would like to acknowledge all those who were involved in the original project and the ongoing program, in particular the Canning Coalition, the Department of Education and Training, Bridging the Gap, Challenger TAFE and most importantly the employers who offered the valuable work experience required to complete the course.
RTO Forum......
The LTC held its inaugural forum for registered training organisations on Friday 13 November at Shenton Park, The forum was a great success with 36 RTOs and departmental representatives attending the half-day function.
The LTC’s CEO, Jillian Dielesen welcomed the participants to the forum and outlined the LTC’s future role in relation to RTOs.
Geoff Gwilym, CEO of the Transport and Logistics Industry Skills Council gave the keynote address, outlining the role of the TLISC and its latest initiatives and changes to the training packages. This included discussion on nesting qualifications, regulated units which will be included in the qualifications and continuous improvement.
Speakers from the Department of Training and Workforce Development included Brenda Micale, Director of VET Teaching and Learning, who talked about the very recent splitting of the Department and outlined some of the new initiatives that will be taking place; Kate Guthrie, Manager, Industry and Community Planning, who talked about the Department’s role with the training councils in workforce development; and Denise White and Shelley Smailes, from VET Teaching and Learning who talked about recognition of prior learning and funding opportunities for 2010.
Participants were given the opportunity for discussion and networking over lunch. Subsequent feedback received indicated that the day was a success and it is planned to run a similar forum next year.

Regional Visit......
The LTC conducted the first of its regional visits in October this year, with Jillian and Norma heading south to Albany. There they met with a number of prominent organisations including Great Southern TAFE, Albany Port Authority, Great Southern Development Commission, Timber 2020 and the Chamber of Commerce and Industry. They also visited Skywest’s airport operations, Mt Romance’s retail/wholesale operation and a Camtrans Transport. The trip was a great success - a number of new contacts were made and a lot of local intelligence was gathered. This information will be utilised in the workforce development plan which the LTC is preparing for the Department of Training and Workforce Development and will assist in supporting training in regional communities in the future.
The LTC will be conducting more regional visits in 2010, and is interested in hearing from any regional organisations which would like to meet with the LTC.
