RTO FORUM

The Logistics Training Council hosted a training forum for Registered Training Organisations delivering training in the transport, logistics and wholesaling industries on Friday 13th November.

There was a great turnout with over 35 people attending from a wide variety of private, public and enterprise RTOs.

The day started with a presentation by Geoff Gwilym - CEO of the Transport & Logistics Industry Skills Council. Geoff discussed a variety of initiatives being conducted by the TLISC as well as nationally.

A few of the key points were:

  • Government focus on productivity before and after training
  • System Issues - importance of updating for continuous improvement
  • Environmental Scan 2009
  • Training products for the 21st Century
  • Licensed units sitting inside qualifications
  • Considerations for training package review

Brenda Micale, Director - VET Teaching & Learning, Department of Training & Workforce Development, was the next presenter. Brenda discussed Training Packages and feedback.

Some of the points highlighted by Brenda were:

  • New Department of Training & Workforce Development has been launched - please visit the new website: www.trainingwa.wa.gov.au
  • There is a vital need for the workforce to obtain skills development for future
  • The need to lodge publically funded training programs under Training WA banner - both public & private RTOs
  • Training WA Strategic Plan 2010 - 2018 is available for viewing on the website above

Brenda also raised the discussion around international delivery, communication, NTIS, CSSN, Skills Councils moving forward, 2010 curriculumn & development grants for projects. Brenda also highlighted that the training & assessment training package is to be reviewed, as well as discussing the enhanced use of the web as the preferred communication tool.

Kate Guthrie, Manager - Industry & Community Planning, Department of Training & Workforce Development discussed workforce development and planning.

Some of the points raised in the group discussion on workforce development to focus on were:

  • Retention in training
  • Positive outcomes
  • Funding of training
  • Flexibility of funding/existing workers
  • Tranisition from school to work
  • School bases traineeship/partnership with industry
  • Targeted VET in school/industries
  • Increase understanding of VET with parents/teachers & industry

Denise White and Shelley Smailes, VET Teaching & Learning  - Department of Training & Workforce Development, co-presented on the RPL topic.

Some of the reasons for RPL included changes to licencing requirements, enterprise tender (qualified people), change of job/interstate (portability), promotion/upskill, career change. An issue raised by several of the RTOs regarded RPL enrolment fees and cost splitting.

Denise and Shelley conducted a disussion on situations where RPL would be beneficial, the results were as follows:

  • Unemployed/retrenched workers
  • Existing workers
  • Funding - whole qualification
  • Language/literacy/numeracy
  • Industry promotion/awareness
  • Industry specific journal
  • Return to workforce/stay at home parent.
